Children younger than 13 have opened accounts on Facebook, they just lie about the year they were born. There is no way for Facebook to verify the actual age of the people who open accounts.
Yes, there are many children in this age group lying about their age, but as long as their parent/guardian knows and monitors it regularily, it'll be allright.
My 12 year old daughter opened an account with her father and blocked me from it. When I found out about it and demanded the password I saw that she had friends that she didn't know, adult friends, bad language, terrible pictures of kids partying and doing drugs being sent to her. I was so discusted.The problem is is that every tie she goes to her dads she can set up a new account. There is nothing stopping her.

You're teaching your kids that it's alright to lie!
If you read FaceBook policy you will find that there is a reporting form alerting them to underage use. They will investigate. Regards
